Organization Structure
The National Water Commission is headed by a nine member Board of Commissioners appointed by the portfolio Minister and the Cabinet. Together, they establish policy and give general direction to the organization. Since February 2012, the appointed Board of Commissioners consists of:

Under the present structure being implemented as part of an ongoing transformation process, the President is assisted by ten Vice Presidents. The offices of the Vice Presidents and the areas of responsibility are:
- Vice President for Customer Service Delivery charged with oversight responsibility to provide a reliable, responsive and high quality of customer service and efficient billing and revenue collections. Mr. Michael Dunn is the Vice President for Customer Service Delivery.
- Vice President for Technical Operations has oversight responsibility for NWC’s electrical, mechanical, civil and instrumentation maintenance functions so as to ensure compliance with required regulations including effective facilities maintenance, efficient operational and business processes, effective quality and environmental systems management. Mr. Mark Barnett is the Vice President for Technical Operations.
- Vice President for Legal Affairs, responsible for the provision of sound legal advice and opinions on the Commission’s rights and obligations and to represent the NWC in all legal proceedings including company secretariat services, property management functions and compliance monitoring. Mr. Kevin Williams is the Vice President for Legal Affairs.
- Vice President for Engineering and Project Delivery has responsibility for the achievement of all engineering design, standards, project management and project support services. Mr. Garth Jackson is the Vice President for Engineering and Project Delivery.
- Vice President for Marketing and Communications has oversight responsibility for all the Commission’s activities relating to Marketing, Research, Corporate Communications, Call Centre, Community Relations and Sub-division approval. Mr. David Geddes is the Vice President for Marketing and Communications.
- Vice President for Finance, Procurement and Inventory Management, is charged with responsibility for the Commission’s activities relating to Financial Accounting, Procurement, Inventory Management, Budget and Cash Management, and Financial Reporting and Compliance. Mr. Robert Clarke is the Vice President for Finance, Procurement and Inventory Management.
- Vice President for Human Resource and Administration is charged with oversight responsibility for the Commission’s Human Resource, Administration, Safety, Security, Occupational Health, Compensation, Benefits, Industrial Relations and Training activities. Mr. Harold Minott is the Vice President for Human Resource and Administration.
- Vice President for Non Revenue Water/Energy Cost Reduction has responsibility for Non Revenue Water Auditing, Technical Loss Reduction, Commercial Loss Reduction, Network Management Leak Repairs, Road Reinstatement and Energy Management. Mr. Mark Blair is the Vice President for Non Revenue Water/Energy Cost Reduction.
- Vice President for Planning and Special Projects has responsibility for Systems Development Planning, Strategic/Corporate Planning, Regulatory Affairs, Research and Special Projects functions of the National Water Commission. Ms. Marjorie Segree is the Vice President for Planning and Special Projects.
- Vice President for Information and Communications Technology is charged with the responsibility of achieving the National Water Commission’s objectives in the areas of Information, Communications and Technology Development, Network Services, User Services and the Geographic Information System functions. Mr. Devon Gayle is the Vice President for Information and Communications Technology.
