Mark Barnett

MR. MARK BARNETT is the President of the National Water Commission
On August 1, 2015, Mr. Mark Barnett was appointed President of the National Water Commission (NWC), Jamaica’s primary potable water and wastewater service provider.

Mr. Barnett is an Engineer with extensive experience, managing both technical and commercial operations for water and waste water services at the NWC over the course of his employment.

He has served the NWC in various capacities, the most recent being those of Vice President for Wastewater Operations and Vice President for Technical Support.

He holds a Master of Science degree in Waste and Water Engineering from Loughborough University in the UK; a Bachelor of Science Degree in Chemical & Process Engineering from the University of the West Indies; and a Diploma in Chemical Technology from the College of Arts, Science and Technology (CAST) among his educational qualifications.

Mr. Barnett is a leader who is very aware of the NWC’s critical role in national development, and uses his wide expertise to positively impact the various areas of the company’s operations.

Under the present structure, the President is assisted by five (5) Vice Presidents who are responsible for the areas of Investment and Performance Monitoring; Corporate Services; Divisional Operations (East and West) and Engineering and Capital Projects.

Vice President - Investment and Performance Monitoring

Mr. Barrett provides support to the President in managing and monitoring key strategic areas that will impact the sustainability and effectiveness of the Commission. He leads the expansion of the NWC's Public/Private Partnership programme and engagements with Multilateral Agencies as well as monitors the organization's performance against key benchmark indicators. He also has managerial responsibility for the ICT systems of the NWC to ensure that they are responsive to the needs of both external and internal customers.

Michelle Campbell

Vice President - Corporate Services

Reporting to the President, Ms. Campbell provides effective and strategic leadership to the functional areas of Human Resource & Industrial Relations Management; Legal Services; Public Relations and Marketing and Property & Facilities Management.

Michael Dunn

MR. MICHAEL DUNN
Vice President - Divisional Operations - East

Reporting to the President, Mr. Dunn will oversee the Eastern Division, with responsibility for Production & Maintenance; Customer Service Delivery; NRW & Energy Cost Management; Supply Chain Management; and Environment Monitoring & Compliance. The position will also lead the evaluation of operational performance to enable improvements in the processes, technology and practices employed throughout the operational areas of the enterprise while balancing effectiveness and financial considerations.

Garth Jackson

Vice President, Engineering and Capital Projects

Mr. Jackson has responsibility for Infrastructure Planning & Design and Project Implementation to include Engineering Designs & Standards; Sub-Division & Development Approvals; Technical & Civil Works; Project Finance & Administration; and Project Controls.

Kevin Kerr

Vice President - Divisional Operations -West

Reporting to the President, Mr. Kerr will oversee the Western Division, with responsibility for Production & Maintenance; Customer Service Delivery; NRW & Energy Cost Management; Supply Chain Management; and Environment Monitoring & Compliance. The position will also lead the evaluation of operational performance to enable improvements in the processes, technology while balancing effectiveness and financial considerations.
