NWC offers debt relief to MSMEs through NEW AMNESTY PROGRAMME


Small business operators across Jamaica now have an opportunity to clear their outstanding water bills and restore their accounts, thanks to a special three-month amnesty.

The initiative, originally scheduled for September 1 to November 30, 2025, has now been extended to December 31, 2025, and is tailored for micro, small, and medium-sized enterprises(MSMEs).
Under the programme, a 50 % write-off is being offered to two categories of small business customers – accounts that are inactive and disconnected for more than three months; and active accounts with debts of more than $30,000 for over 180 days (6 months). In addition to the discount, customers who qualify for the relief will also get a 100% waiver of reconnection fees where applicable.
Accounts that qualify will be granted up to three months to clear the remaining arrears without disconnection. In special cases, the NWC may also approve negotiated settlement terms.

1. What is the NWC Amnesty for Micro, Small and Medium-sized Enterprises (MSME's)?
"The NWC Amnesty for Micro, Small and Medium-sized Enterprises (MSME's) is an amnesty offer being made to small commercial NWC customers that:"

a) Are Inactive and disconnected for more than 3 months with debts greater than $30,000.00

b) Are Active with debts of more than $30,000.00 for over 180 days (6 months). These qualified MSME accounts will be granted a 50% write off of the qualifying portion of their debt, after the customer’s immediate payment of the other portion of debt or signed a payment agreement to do so within 3 months (and following through to do so). Reconnection fees will also be waived, where applicable.

3. How do customers apply and qualify for the NWC MSME Amnesty?
Commercial customers may apply for this MSME NWC Amnesty between September 1 and November 30, 2025 by accessing NWC website, https://nwcjamaica.com/, NWC Mobile App, emailing us at customercare@nwc.com.jm, calling 888-CALL-NWC or visiting any Commercial Office. Applications will be verified against the comprehensive reports/files/database showing all the qualifying accounts for each month that will be generated at the beginning of September, October and November. Field confirmations will also be done where necessary.
4. Can an account listed as a Residential supply benefit from the MSME Amnesty?
"No. An account that is deemed to be a Residential supply and billed as such by the NWC does not qualify as a Commercial MSME qualifying account.
5. Can an account benefit from more than one of the NWC Amnesties?
"No. An account that recently benefited from one of the amnesties offered since January 2025, cannot now qualify for or be granted a further amnesty as an MSME account.
6. If a small commercial account does not qualify for the NWC MSME Amnesty, is there any benefit they may still receive?
"Yes. During this amnesty period (September-November), all small commercial accounts (MSME) that apply for this relief will be granted up to 3 months to clear their arrears without disconnection. Additionally, an account that does not qualify for the MSME Amnesty may be considered for Special Negotiated Settlement Terms at the determination of the Regional Manager and the President.

OTHER CONCESSIONS STILL OFFERED BY NWC


Below are other special concessions or amnesty-type arrangements which are still available to qualifying customers of the NWC:
  • 25% discount plus time to pay the other 75% for customers who can establish that their bill was impacted by a non-visible leak which has now been repaired as soon as it was discovered.
  • Special Negotiated Settlement terms for debts over 365 days in “Socially Challenged Areas” (SCAs) and “Red Areas” – up to 60% discount and 3 months to clear balance;
  • Special Negotiated Settlement terms for debts in “No Water Areas” and other extenuating circumstances;
